What is PR4CA?

A citizen-led campaign to put open-list proportional representation for the California State Legislature on the November 2028 ballot. Not a party. Not a 501(c)(3) education project. A campaign to change the rules.

What would I actually do on election day?

Vote for a party. Optionally mark your favorite candidate on that party’s list. Seats in your multi-member district are split by party vote share. Preferred candidates on a list fill that party’s seats.

Why not ranked choice voting or open primaries?

Those still elect one person per district. California’s 22% No Party Preference voters still get nobody. A party with 20% in a region still gets nothing. PR changes the math. More on that here.

Does this make the Legislature bigger?

No. Assembly stays 80. Senate stays 40. The maps get larger and each district elects several people.

Is this a constitutional amendment?

Yes. The California Constitution says each Senate district chooses one Senator and each Assembly district one member. A statute cannot override that. Qualifying an initiative constitutional amendment requires valid signatures equal to 8% of the vote for governor in the last election.

Are you ProRep Coalition?

No. ProRep Coalition is a nonprofit doing education and coalition-building for PR in California. PR4CA is the ballot campaign: the model, the committee, the money, the operators. Allied, not the same org.
